Activate this skill when Chill Bill is nearby to freeze him into a solid block of ice. The air surrounding the ice cube is so cold that enemeies within 7 meters of Bill have their Attack Speed and Movement Speed slowed. Bill remains in this frozen state for 8 seconds.

The slow effect can be resisted with Ice Resistance. Bill's aggro value is increase by 50% while in ice form.

Cool Down: 25 seconds

While in his ice block, enemies within 7 meters of Bill have their Attack Speed slowed by X% and Movement Speed slowed by Y%.
