Journal: Slay the Banned Farmers in Upper Ratsputin's Gulag and then return to Yakov Smearnov in Ratsputin's Holding Cell.

Offer:

Disturbing. Very disturbing. It seems that the farmers you just banned have already made it back into the dungeon. I fear you may be too light on them and maybe they aren't taking you seriously. You did hit them upon the head with the ban stick, right? Well, never-the-less, they need to be taken care of before iVan becomes too rich and powerful to take on.

Level 1, the branch off of Level 1, Level 2, Level 3, the branch off of Level 3, Level 4, and the branch off of Level 4 are where the Banned Farmers can be found. Take care of them and return to me, Yakov Smearnov, here in Ratsputin's Holding Cell once you have banned them yet again.
