Journal text, offer, and turn-in as they appeared in game.

Journal: Head to the Orok Outpost off Level 1 of Algernon. Speak to 10 Orok Scouts, 10 Orok Warriors, and 20 Orok Spawns (for fun!), then return to the Townston Commander in Townston.

Offer:

Well this lease does look valid. It steams my breeches that someone went behind my back and approved it. My back! Of all the backs to go behind, they go behind mine! The nerve. It looks like there is a vague signature of some person called Nstin Kamender. I think I need to find this Mr. Kamender and have some words. Regardless, while the Lease is valid, the Oroks are violating the Dungeon's Fire Code. That Dungeon's maximum occupancy is five, and I am sure there are more than five Oroks in there.

It looks like you will just have to go back down there and talk to each and every one of those Oroks and convince them to leave. And if you run out of Oroks to talk to in the Outpost, check some of the lower levels off Dungeons of Algernon for 'em.

After you're done, inform the Townston Fire Marshal--who happens to be me, Townston Commander, in Townston.

Turn-in:

Oh! You're back. And you're alive. To be honest, I didn't expect you back and sent another poor...err lucky Dungeon Runner down there.
