Gypsy Sally
Sally is a sultry-voiced merchant NPC found in levels 3 and 5 of various dungeons. She sells a variety of items for gold coins, ranging from Yellows (Rare) & Purples (Unique), Rainbows (Mythics) and King's Coins.
The level of items offered was dependent on the recommended level limits of the dungeon she was found in. That is to say, that a Gypsy Sally found in Frump's Misfortune would be selling items in the 25-45 Level range, although anybody could make the purchase. Other than King's Coins, Sally's offerings are NOT immediately soulbound when purchased.

History
There were at first some rumors that Gypsy Sally occasionally sold Kings Coins, which was later confirmed. First it was a bug that appeared in build 82, later there was another gypsy found selling 6 Kings Coins for around 35k gold.
As of build 99 there was a chance that she would inventory 100 stacks of 100 Kings Coins at a variable cost related to the buyer's level, with the upper end being approximately 82k gold coins / stack of 100 for a Level 100 Player.
A hotfix in build 100 was put into place as the cost of the the stacks were found to be too low. She no longer sells Kings Coins. Instead, of selling KC's she had a 25% chance of selling Rainbow items.
As of Build 110, the intention was to return KC Sally albeit with higher prices. However, due to the popularity of RB Sally, both KC Sally and RB Sally were put into the game with pricing SIGNIFICANTLY higher than before. KC Sally now only sold single KC's instead of stacks of 100.
King's Coin Sally
KC Sally, short for King's Coin Sally is a variety of Gypsy Sally, where her entire inventory consists of nothing but King's Coins instead of worn/wielded items. She usually has 100 or more single KC's in stock.
As of Build 110, the cost of KC's was dependent upon level, approximately 800 to 900 gold times your level, with the upper cost being appoximately 82k gold coins per SINGLE King's Coin for a Level 100 Player.
Rainbow Sally
Often known as RB Sally (RB is short for Rainbow) is a variety of Gypsy Sally, where her entire inventory consists of nothing but Mythic or Rainbow Items. The pricing for the items varies with the level of item being sold. That is to say, that a level 31 Plate Piercer would sell for significatly less than a level 100 version. The level of items sold is subject to the level limits of the dungeon in which RB Sally is found.
